In its central committee meeting which began in Lalitpur Sunday, Nepal’s
ultra-left, the CPN-Maoist, has indicated that it will establish a third
alliance of political parties, that will be different from the NC-UML
coalition and the UCPN (Maoist)-proposed Federal Democratic Alliance.

In the meeting, CPN-M chairperson Mohan Baidya is learnt to have presented
a document that rules out joining a parliamentary system and the
Constituent Assembly both.

Baidya has further demanded dissolution of the newly elected CA, stressing
that the political process has to begin from a new point.

Substituting the old rhetoric of a ‘round-table conference’, Baidya said an
'all-party assembly' has to be held to decide the political discourse of
the country.

“Such an all-party assembly will lead to an interim government so as to
provide an outlet,” Baidya said.

The CPN-M meeting will last for a few days more and will chart out future
directions for the party which boycotted the CA polls, it is learnt.

Nepali Congress and CPN-UML have started parleys with UCPN (Maoist) for the
formation of a new government and the formulation of constitution.

Nepali Congress president Sushil Koirala and CPN-UML chairman Jhal Nath
Khanal met separately with UCPN (Maoist) chairman Pushpa Kamal Dahal with
their party leaders on Sunday morning at Dahal’s residence in Lazimpat.

Both meetings focused on requesting UCPN (Maoist) to rethink their decision
to not participate in the CA until their conditions are met and turn the
attention on writing the constitution.

Asserting that in a politics of completion, there are always winners and
losers, Koirala requested Dahal to not forget that the major responsibility
is to write the constitution, party leader Ram Chandra Poudel informed
after the meeting. He said that since the people have not given a pure
majority to a single party, the Maoists have been requested to cooperate
with other parties.
“There are certainly possibilities of consensus,” said NC leader Ram
Chandra Poudel said emerging from the meeting. “There will be several
rounds of talks between us.”

UML leaders, including party chairman Jhal Nath Khanal, followed NC to
Dahal’s residence for talks on similar lines.

“We had faced disappointing election results in 2008 as well but recovered
from it,” UML leader Bam Dev Gautam said after the meeting. “UCPN (M) needs
to understand and move towards consensus.”

However, agreements during the meeting were limited to the issue of
formulation of the constitution within one year. The leaders are expected
to continue discussion to establish cooperation with the UCPN (M) for the
formation of the new government.

“We need assurance that the achievements of the 12-point peace agreement
and agreements made afterwards are institutionalised, ” said Narayan Kaji
Shrestha. “We doubt that it is possible within the present framework.”

Following the arrest of Parsuram Poudel, alias Ajeeb, in Chitwan on
Saturday, UCPM (Maoist) leader Baburam Bhattarai has tweeted that Poudel’s
arrest is a violation of the comprehensive peace agreement and if Poudel
can be arrested, then the government should arrest Bhattarai as well.

Parsuram Poudel had been arrested on Saturday in Chitwan for murdering
Krishna Prasad Adhikari of Phujel, Gorkha, in June 2004 during the
insurgency period. Poudel was arrested from his home in Sharadpur,
Bharatpur-9 following tips about his whereabouts.

The Maoist leader’s comment comes as the police prepares to present Poudel
at court today.

Adhikari’s parents, Nanda Prasad and Ganga Maya Adhikari, have been on
hunger strike at Bir Hospital since 24 October, demanding that those
responsible for their son’s death be prosecuted.

The Adhikari couple had earlier broken their hunger strike on 8 September
after the police arrested another Maoist cadre involved in the murder, Ram
Prasad Adhikari. But the court acquitted him for lack of evidence and the
couple went back on hunger strike to pressure the government for action.
