Even with the Rajya Sabha prorogued, its sittings are going to resume
in another 25 days of the expiry of the current ordinance. Moreover
the corresponding is already before the parliament.

So, apart from its too obvious anti-farmer character doing away with
the mandatory provision for land owners' consent for land acquisition
and also that of the Social Impact Assessment (SIA), what is the dire
urgency to issue a fresh ordinance on the same issue? Just to bypass
the legislature, empowered to legislate laws?

That's the question the President must ask, if he is even least
bothered about his own credibility and the dignity of the office that
he occupies at the moment, when the contemplated ordinance is sent to
him for signature.
It'll be an acid test for his integrity.]

The Rajya Sabha was on Saturday prorogued by President Pranab
Mukherjee, an official statement said, giving the government the scope
for repromulgating an ordinance amending the land acquisition act.

The decision was taken at a meeting of the Cabinet Committee on
Parliamentary Affairs chaired by Home Minister Rajnath Singh on
Friday.

A bill to replace the ordinance issued in December was passed by the
Lok Sabha in the first half of the winter session. The bill, however,
faces a roadblock in the upper house where the government is in a
minority.

The decision was taken after attempts at talks with the opposition
failed to reach any conclusion.

Proroguing the upper house brings an end to its 234th session which
started on February 23, when the budget session of the Lok Sabha was
called. It was earlier supposed to meet after a break on April 20.

According to Article 123 of the constitution which gives the president
the power to pass an ordinance - a law brought by the government
without parliament's approval - an ordinance cannot be promulgated
while both houses are in session.

The end of session for the Rajya Sabha means the government can now
reissue the ordinance, which was to lapse on April 5.

Jaipur: Accusing Prime Minister Narendra Modi of misleading farmers
about 13 aspects of the new Land Acquisition Bill, Congress leader
Jairam Ramesh on Saturday said they were part of the 2013 law passed
by his party and that Modi was taking credit for it.

"The Prime Minister took credit for the 13 aspects. But the fact is
that it was part of mandatory provision of the Land Acquisition Act
2013. Modi lied in Mann Ki Baat," Ramesh said at a press conference
here referring to the Prime Minister's talk on radio.

Calling Modi an "anti-farmer Prime Minister," the former environment
minister said the NDA government's move to bring amendments to the
2013 Act was anti-farmer and aimed at favouring 5-6 industrialists who
funded BJP during elections.

The new Bill was passed by Lok Sabha but it was not possible for the
government to get it cleared in the Rajya Sabha, and for this, the
government might convene a joint session of Parliament to pass it, he
said.

"Fourteen political parties are opposing the amendments. BJP's few MPs
also met me asked to continue the protest. The party's ideologue K N
Govindacharya and Shiv Sena are also opposing the Land Bill," Ramesh
claimed.

"As far as RSS is concerned, it appears that there is now a temporary
'ceasefire pact' between RSS and the Modi government on the issue," he
said, adding, that Congress will continue to oppose the amendments
both inside and outside Parliament.

He also said that Union Transport Minister Nitin Gadkari was much
active for the amendments.

Rajasthan PCC president Sachin Pilot, who was also present at the
press conference, said the Modi government should tell people why it
was in a hurry to pass the amendments.

He said Rajasthan Industrial Development and Investment Corporation
(RIICO) had acquired 72,000 acres of land in the state but only 54,000
acres land has been allotted so far and only 12,000 acres of the total
allotted land have units.

"Despite this, the state government wants to acquire farmers land," Pilot said.
