Try this: Net installer: Download from CTAN, under systems/texlive/tlnet; the url http://mirror.ctan.org/systems/texlive/tlnet will automatically redirect to a nearby, up-to-date, mirror. You can retrieve either install-tl.zip which can be used under Unix and Windows, or the considerably smaller install-unx.tar.gz for Unix only. After unpacking, install-tl and install-tl.bat will be in the install-tl subdirectory.
