Thanks, Henry, this resolves the problem.

I realise now that on the first machine I built the new gregorio before 
removing all the "unwanted" versions of texlive - which included the one 
installed via the package manager; on the second one I removed all the old 
texlive installations before trying to build gregorio. 
Part of the process I used for getting rid of all the old texlive stuff was:
sudo apt-get remove tex-common --purge
having read that without doing this there are sometimes problems in installing 
texlive 2013

Reinstalling texlive-common on the machine makes the build work fine.

Is TeXLive installed on the laptop on which you are trying to install
gregorio?  dh_installtex is in the texlive-common package.  Is the
texlive-common package installed?
