advise to go for something like
\usepackage{fontspec}
I can use they gregorio equivalent but I do not control the size.

This is even a font question: it's simply because these characters are
not present in the font you're using... What is the font you're using? I
believe that less than 5% of the fonts will have them...
Or do you mean you would like to get the bars on the usual R and V of
the font you're using?
