The first thing to do is to see if texlua.exe was installed. Got to the
TeXLive installation directory and look for the folder containing the
executables (on my XP system this is C:\texlive\2013\bin\win32). You
should have a texlua.exe file in that directory.
If you do, then you need to check and make sure that directory is in
your path. Open a terminal window and type "echo %PATH%". This will
give you a list of directories separated by semicolons. Make sure the
folder where you found texlua.exe is in that list.
If you don't find texlua.exe in the TeXLive installation directory, then
you need to either use the TeXLive Manager to add the lua related
package to your install, or reinstall TeXLive following the instruction
on the TUG pages (https://www.tug.org/texlive/windows.html).
Rather than overwhelm you with continually bifrucating instructions,
I'll wait for you to try the above and post the results so that any
additional instructions I post are ones you actually need.
