Which texts do you mean? The psalms are all from the Latin Vulgate, which
is certainly public domain, or the nova vulgata, which I am not sure
about. The texts of the propers are all from GregoBase
<http://gregobase.selapa.net/>, which says on the about page that all the
transcriptions are released in the public domain.

Output of the transcription tool is completely unburdened by any copyrights
or licenses. Also, feel free to do whatever you'd like with the source
code of this tool, which is hosted on github
<https://github.com/bbloomf/jgabc>.

I haven't done anything to make a non-Chrome offline version of these
tools, but it probably wouldn't be difficult to make something for, say,
Firefox. I suppose you could use Chromium and thus avoid Google's and
Adobe's EULA, right? Or does Chromium not work with the Chrome Web App
store?

Thanks,

*Benjamin Bloomfield*
