Getting Scribus to work is going to be somewhat complex, so before we
get into that, are you sure the Illuminaire score editor doesn't render
the podatus initio debilis?

I just now tried (c4) Test(-fg) on the online editor and rendered a PDF.
In the preview window, the podatus initio debilis looks like a normal
podatus, but the PDF output doesn't. The output of the PDF is the same
as what I get from running gregorio on my computer.

Gregorio's podatus initio debilis looks like a podatus where the first
note (the lower one) has a small head. Unfortunately, this does not
look like Solesmes's podatus initio debilis, which looks like Gregorio's
pes quadratus (fqg) with a small first-note head. If you want
Solesmes's version, I don't think there's any current way to get it.

If you still really want to get Scribus working with gregorio under
Windows, you'll have to wait for someone here who knows better than me
how the Windows installer does things.
