Okay,

I rebuilt my font with hinting disabled, but am still having the same issue.

Now, I'm placing my fonts here:
C:\texlive\texmf-dist\fonts\truetype\public

Is that right? Or will texlive just pull from my main font locations (c:\windows\fonts)?

I'm not familiar with FontCreator in particular, but what you could do is to 
try to simply delete the hinting code altogether. This could result in the font 
rendering with less precision on screen, but on paper it won't make any 
difference. Many font editors also have an option to autohint the font file, 
which generally clears all the existing hinting code and builds a new one 
automatically. Depending on the sophistication of the autohinter, this could 
give either better or worse rendering quality than the original. But your 
current hinting is now broken anyway, so you don't risk anything.

It's possible that the font was autohinted in the first place, and that it was 
done with a tool called ttfautohint, a child project of FreeType that, if I 
recall correctly, was known in the past as having a similar bug that FreeType 
once had, and could produce this kind of fragile hinting code. Never the less, 
you could try to run the font through a recent ttfautohint and rebuild the 
hinting, or you could remove it entirely with a proper option. It is a command 
line utility, but there's also a dedicated graphical frontend; look at 
ttfautohint's website for all the info and program files. Please search on the 
Internet for the link as I'm writing this on a mobile phone and I can't quite 
dig it for you.

Lastly, can you tell us what the font name and version is? Maybe it has been 
corrupted in one way or another? Have you tried to contact the author or the 
seller regarding this issue? Critical issues as such are generally looked into 
straight away.
