I've seen this bug before in both Win7 and Win8 systems. About a year ago, I tried to install gregorio 2.3 + scribus 1.4 in my choir mates computers, but repeatedly got that bug. In the end, I only managed to run it on two different installations of Win7. I'm sorry I didn't report this before, I just had too much work in my hands back then.

Regards,
Víctor.

Dear Neil,

I wonder if you're still involved with the facility to run Gregorio
within Scribus. I've taken your email address from the
gregorio-scribus.lua file.
Thank you very much for your interest in Gregorio and your bugreport!
I'm CCing the gregorio user mailing list, the best place for this kind
of discussion.

The thing is, it works wonderfully for me on one computer, but
doesn't work on another. As far as I can tell the installations are
identical. On my Windows 8.1 machine, it works, but on Windows XP I
get this error message whenever Scribus tries to render any output
from Gregorio:

...es\Scribus 1.4.1\share\editorconfig\gregorio-scribus.lua:71:
attempt to index local 'fd' (a nil value)

I don't know anything about Lua and I can't debug this myself. But
I'm perplexed, because as I say on a different computer there's no
such issue.

Are you able to help at all?
According to the error message, it doesn't manage to open the gabc
file... So if the file really exists, this could be a bug in Scribus in
Windows XP (which is less and less supported). I don't use Scribus
(nor Windows) myself so I can't really help a lot here, but I know some
users on the list do, maybe someone will know this issue?

Thank you,
