Based on what you posted, TeXLive and Gregorio both installed correctly, but for some reason you're installation of Windows is unable to run the command-line tool. Testing on my own Windows XP system doesn't reveal any obvious problems, I can run the tool just fine.

I'm suspecting some sort of permissions error is preventing you from accessing the tool. Were you logged in as an Administrator when you installed Gregorio? My best advice is to uninstall Gregorio and then reinstall it, making sure that you are logged in as an Administrator.

If that doesn't work, you might try manually changing the permissions on C:\texlive\2015\bin\win32\gregorio.exe . Instructions for doing so can be found here:
