I'm not a Scribus user, so I'm not entirely qualified to diagnose and
fix your problem, but I'd start by checking the stated path to make sure
it's right. Open a Windows Explorer window and type the given path
(minus the filename at the end) into the address bar and see if you're
able to resolve the correct folder (if not, find the right folder and
correct the path). If so, is the gregorio-scribus.lua file there (if
not copy it there)? If it is, then can you run the command from the
command line (if not, then check the permissions)?
You might also try enclosing the path and filename in double quotes,
just like the two variables (%file and %dir) at the end.
Oh, and shouldn't the variable names be enclosed with '%' not just begin
with them (i.e. make them %file% and %dir%)?
