The system-setup.log shows that LuaTeX is what is returning the "Accesso Negato" error. To get help with that you should really be contacting the TeXLive people as we assume a working TeX installation. They're going to be in a much better position to help you than we are.

Based on my own experience (Windows is not my operating system of choice, but I do have several VMs of it for testing purposes), "Permission Denied" errors (which I think is the English equivalent of the error you're seeing) result from bad file permissions. When you installed TeXLive did you do so as an Administrator and install for all users? I don't have a Windows Server 2008 machine to test on (the kind of machine your log indicates you have), but on the Windows boxes I do have I've always installed TeXLive with that level of privileges and haven't had a problem. Just remember that on some versions of Windows it's not sufficient to be logged in with an Administrator account to have an installer run with Administrator privileges. You also have to right click on the installer and select "Run as Administrator".
