Based on what I can tell from system-setup.log, there may be a problem
with your MiKTeX configuration. The value that is being reported for
TEXMFLOCAL is not what the head of a TEXMF tree should look like and
further, when the script looks for the existence of the folder, it
outputs an error.
So, can you use your MiKTeX installation? Try to compile a simple
document which doesn't use any packages and let me know if that works.
