Fortunately the TeXLive installation for Windows comes with a GUI for
tlmgr: TeX Live Manager.
You should find the program listed in the TeX Live 2015 folder of All
Programs.
Open it up and then use the "Display Configuration" section to filter
the list of packages so that you can find the "xstring" package.
Probably the fastest way to do that is with "Match".
Once you've found the xstring package, click it's checkmark and then
click the "Install" button at the bottom.
