16pt isn't a supported option for the basic article class. You need to
use a class which supports such and option.
Take a look at:

These classes don't support 16pt, but they do support 17pt. If you have
a complete MiKTeX installation, they should already be installed, but if
they aren't you should be able to get them through the MiKTeX package
manager.
There's also the other methods I mentioned.
Also note, this isn't really a Gregorio question, but rather a basic
TeX/LaTeX question. While I'm happy to answer such questions as I know
how, you'll probably get better results searching online for a TeX/LaTeX
tutorial on how to do what you want to do or asking on
http://tex.stackexchange.com. You'll find far more (and far more
competent) resources that way.
