There are two ways to install the textbook data packages (after
installing gretl itself). Either (a) download the self-installing
exe from sourceforge and run it ( see
http://gretl.sourceforge.net/gretl_data.html ) or (b) open the gretl
datafiles window (the right-most icon on the toolbar), click the
"Look on server" button, select a package and click the install icon
or right-click for an Install menu item.

I just checked both of these methods on Windows 7 and they worked
fine (I installed the Wooldridge data from the exe file, and the
Verbeek package by selection from the server window in gretl).

Note that at one point the Install icon for datafile packages on the
server was not working reliably, though using the right-click menu
was OK. But the icon-click problem is not present in the current
gretl release (1.9.7).
