groff_mm(7): De-document `)E` macro.
I find the motivation for exposure of this DWB mm internal macro
dubious. The additional TOC entry is set with the heading mark, a
leader, and a page number. That might sometimes be desired, but not
always; a more common application would be, I think, a centered heading
reflecting some major division of the text, like "PART TWO".
I think what we really want is some more general facility, under an
obvious GNU extension name, like `TCADD`.
