contrib/*: Drop executable bits from Perl scripts.
They're unnecessary. If someone wants to run them in-tree in their
unbaked forms (all get transformed via make(1) into executable scripts
without suffixes), they can easily type "perl " first.
I retain executable bits for test scripts because Automake generates
Makefile rules to run them directly via "make check". (I think.)
