m4/groff.m4: Fix logic error.
* m4/groff.m4 (GROFF_URW_FONTS_CHECK): Stop blanking `urwfontsdir` shell
variable unconditionally.
Fixes problem with groff 1.24.0.rc2 reported by Alexis Hildebrant in
