That's because the groff compiled with OSX is broken, primarily for pre-10.4 
systems. The best thing your user can do is get the CVS and recompile groff 
from there.

If he's *really* stuck, or isn't confident enough to replace his groff with a 
compiled version, I think I have a 1.19.1 .pkg that I built laying around 
somewhere.
