Entering UTF-8 characters isn't a problem, but groff doesn't seem to
understand them.
You need the current CVS version together with command line option -k
(and probably -K)
Thanks Werner!
I do have 1.19.3. (about one month old)
I did find this in
groff/src/roff/groff/groff.man
but not in
groff/man/groff.man
Is there a reason that there are two man pages in the distribution?
-K utf-8 works fine, it implies -k.
I guess the next limit I discover is the limited glyph range of the
installed printer fonts:-)

PS: I suppose I should write a short introduction for german groff
users, I didn't find anything when I looked some weeks ago. Is this the
right place to start a discussion about it?
