In the book Unix Text Processing, you can find an example of exactly this by using the .ti and .in macros: .in 4 .ti -4 1. Going through a demo session gave me a much better understanding of the product. I confess to being amazed by Alcuin... However this simple example only works well in nroff were every character has the same width. There is however a better version of this macro in the chapter 17: An Extended ms Macro Package.
