I changed my mind on this one, and no longer see a need to do it. The groff build is not complexly parameterized in the presence or absence of "ps2ps"; we don't AC_SUBST it, for example. Further, ps2ps is just one of several host commands that we handle the same way (along with several from NetPBM/PNMtools); the absence of any of them has the same result: grohtml can't be used, which we consider an abnormal (not to say erroneous) configuration. https://cgit.git.savannah.gnu.org/cgit/groff.git/tree/m4/groff.m4?h=1.24.0.rc2#n202 Those facts distinguish it from gropdf's 3 supported configurations.
