The web is merely a protocol on a network; it can't do anything, including post Growl notifications. Somewhere, an app needs to do it. Under current limitations, that app needs to run on your Mac, or at least on your network. Eventually, we'll have a Growl protocol that *may* make it possible for someone to start a service that could poll your mail account and send Growl notifications to your machine, but that protocol is not yet finished, and even once it is, somebody would have to create that service, and you'd need to get an account on it and give it your mail password.
