Puzzle resolved ...

I have no idea where the Mail application came from (MailTags denied
using Growl) so I deleted it.

I realized that SpamSieve was issuing the notifications and was able
to change the display there.

That raises the question - do I need GrowlMail if SpamSieve is
handling messages. SpamSieve seems to work fine with OS 10.6.5.
