Growl is just the tool which various applications use as a standardized central notification system; GrowlMail is a plugin for Apple's Mail.app which generates Growl notifications. Though GrowlMail was bundled with Growl, they were never the same thing. And because GrowlMail would break every time Apple released a new Mail.app, but GrowlMail was always released as part of the Growl bundle, this created a number of headaches for the developers. As a result, Growl and GrowlMail have been permanently split. Growl on its own is in the app store for $2, rewritten to support sandboxed apps and network notifications and a number of other things. GrowlMail is now a separate (still free!) project maintained by one of the Growl developers individually, and which supports automatic updating. (Yay!) Information about this can be found at http://growl.info/growlmail while GrowlMail itself -- the new version that works on Lion -- can be found at http://code.google.com/p/growlmail Hopefully that helps. :)
