growl is now an app, so it resides in your Applications folder.
it will not be in system preferences any more.

if you can't see it in applications, it may be because the upgrade process went 
a little awry.
try the following:
 grab a copy of Growl Version Detective from http://growl.info/downloads
 launch it and see if the Growl tab finds any Growl.prefpanes. if so, trash 
them using the handy buttons.
 next, open launchpad.app, see if growl is in there. if so, click and hold, 
then hit the x to remove.
 go back to growl on the app store: 
http://itunes.apple.com/gb/app/growl/id467939042
 hopefully you should be able to install it again now
