Thanks. It was very helpful. BTW installing by double clicking installs it in 
current user's library folder. Is there a way to install it for ALL users as 
well?
Also, sometimes Growl doesn't seem to load the new version of the plug-in until 
it is restarted.Is it normal?

If your plugin is just a plugin, just drop it in a dmg or zip with
instructions to double click the plugin, and Growl will handle copying
it to the appropriate place from there, and adding it to the list.
Also, if this is a Cocoa plugin instead of a webkit style, you should
be sure to test against 1.3.x, as we removed some API's.
