Growl respects your system's language preferences, go to System Preferences.app -> Language and Text -> Languages (first tab), and make sure the language you would prefer is at the top, followed by any secondary choices below it. Apple sometimes has what some might consider odd choices for second/third/so on languages, and causes users to get apps loading in languages they don't know.
