GrowlNotify is available on the downloads page, but GrowlNotify 1.3 does not work with Growl 1.4. We're in the final stages of beta testing Growl 2, GrowlNotify 2, and a few other things.
However, there is also another way to do things, via the GNTP protocol. What were you working on with Emacs?
