It's like that so that I can click on them, get the url, copy it, and then 
paste it into emails to users. It's very much on purpose how it is. I tried a 
table of contents and it just pushes the page down to do the same thing that 
that it does now, except it uses up a lot more space. 

Honestly I hate the format of this page entirely. I had wanted to make a simple 
table looking thing, but the list just started growing and it just didn't look 
good at the time I wrote the page. I have not revisited the page at all since 
then, but I definitely use the click to get the url thing quite a bit.
