the tcp protocol in 1.3+ is not compatible with the udp protocol in 1.2.2 and below, you are right.
However, you can send notifications from your 10.6 box with a gntp networking library. http://growl.info/documentation/developer/bindings.php has a list of them, but there are a lot more.
