Because Mail is talking about the GrowlMail plugin, not Growl itself.
And when Apple updates Mail, it disables incompatible plugins, and
compatibility is determined by a string that changes with each version
(and Mail.app gets updated with most operating system updates).  See
http://growl.info/growlmail/ for more information, the GrowlMail
plugin is no longer maintained by us, and control has been handed over
to someone else.
