Simple answer? It likely got overlooked.  I pinged Zac, who writes
Prowl, and made the plugin about this thread.  I can't say right now
when it will be added (hopefully in 2.1, but no promises right now).
I filed this as http://code.google.com/p/growl/issues/detail?id=572 so
you can track its progress.
