Growl is preferable in all of the scenarios where a developer wants notifications. If Growl isn't running on a machine and the developer is using the Growl framework, the framework will automatically switch to either Notification Center, or on 10.6/10.7 a built-in notification called Mist.
When talking to developers be sure to mention that.
