On Mountain Lion (OSX 10.8), Growl 2.1 which is under development will
have a Script action which will be able to run arbitrary user created
scripts. Growl 2.1 is in beta, but no promises of when it will be
out. It will be able to run Applescript and Unix scripts that you
place in a special folder, and they are run outside our sandbox, so
you can do what you want in them.
