To start at the last part, what VLC sends us in the notifications
isn't something we can control.  In Growl 2.1 will have a rules system
which you can actually modify the text of a note with.

As for the second point, we have a request to make the item stay
around longer: http://code.google.com/p/growl/issues/detail?id=347,
however, it will likely wouldn't be able to extend out to a whole song
duration for instance.  The "stay on screen: always" setting would
work if VLC was sending us a coalescing code with each track played
notification that would allow it to replace the current.  At this
time, the coalescing code isn't an item you can change in a
notification with the coming rules system.  Growl 2.1 is a bit too far
along to consider adding it now, but we might consider it for a future
version, as the identifier is just a string and should be safe to
modify (there are a few fields of data we don't allow modification of
as they could cause problems for apps or Growl).

Growl 2.1 is in beta testing, and I believe localization will be
starting soon, although there isn't much new to localize, there is
always a few strings.  The rules system is applescript and not UI
based, and we will be posting a bunch of documentation and examples in
the future.
