Hello, so that message is about the GrowlMail plugin for Mail.app, and it is not removed by the uninstaller for Growl's older prefpane system or deleting Growl.app. It is located in ~/Library/Mail/Bundles (and/ or the disabled bundles folder in ~/Library/Mail). To delete it (and prevent getting that message), all you have to do is move it to the Trash, and dump it (You should quit Mail.app before doing this), and make sure you check both the main Bundles and the disabled bundles directory and get any GrowlMail ones that are in either.
