I am pretty sure that if you add them to ~/Library/Sounds, we will
pick them up and be able to use them (you might have to swap away from
a sound action configuration and back to it to see it show up).  If
this doesn't work, let us know and we will investigate further (not
sure if that ever got tested properly post sandboxing)
