My penny for that point:

1- if you want to keep something "beautiful", and have many people shunting 
Growl Visuals to
Apple Notification Center, then the global switch to enable this forwarding was 
a very good choice.

2- if you want to avoid people from falling in the misunderstanding hereafter,
proposing the forwarding to Apple Notification Center as a Growl visual Style
in the list would have been another choice.
(This second solution would also allow to keep some app out of global 
forwarding,
for instance to keep a very specific Growl visual style for a special 
application...
But I don't know if technically it's possible for Growl core to allow that).

For the moment, Bark plugin is a very interesting alternative for people 
interested with the second case.

Hoping your brainstorming will result in another very fine thing as Growl Team 
always find!
