Let's be serious now.
I don't share the point of view of inventing statistics out of the hat.
But if you want a couple of reasons why it doesn't make sense:

- "Sosumi" in the list of actions doesn't make sense because... it's not the 
name of an action!
(it's the name of a sound, the one set inside as parameter of the action). 
That's straight forward.
(Should we suggest Apple to rename "Alert Sound" with "Tink" or "Sosumi" after 
the user selected it in system pane).

- Growl don't follow the same "straight forward" rule for Speech action, then 
not consistent with Sound Action for the user.

- And since you imagined a scenario, I suggest another one:

* you're a normal user, not the developer of Growl
* you select "Basso" sound for the action associated to Hardware Growler 
notifications
(you see it written explicitly "Basso" associated to HardwareGrowler, that's 
clear and written,
and not something more general: you specifically clicked on "Basso").
* another day you play with "Actions" from global Display pane and select 
"Sosumi" in
that general pane, why not. Maybe, you even paid attention and observed that now 
"Sosumi" appeared in actions...
* you are a user of Growl, you heard that there were global settings in 
Growl... and that applications
could have their particular settings.
Moreover since you're just a user (and not the developer) you would be very 
smart to guess
that in fact, everywheren you expecitly thought to select "Basso", in fact you 
did not
select "Basso" but the global "SoundAction" and therefore all your "Basso" have 
now been transformed
into "Sosumi".
And since you did not check every particular setting of each app,
you will hear a good sound surprise at next HardwareGrowler notification ;-)

But according to the Census Bureau that concerns only 10% of the users.

Why would this not make sense? You choose a sound and it then shows the sound 
as the name. Then anywhere else in the interface it's the sound name. It seems 
pretty straight forward to me that this would make life easier for 90% of 
people.

- it's not really usual:
for instance changing the voice for Speech action, doesn't change the name in 
the list of actions.

- moreover giving (currently) the specific name of the selected sound to the 
Sound action may even

app, he could think he is
really attributing "Basso" sound (since it's written so for the action he 
selected).
And if he change something on the global Displays preference pane, this pane 
will change
the action name into "Sosumi"... and change this sound for every application, even set 
with "Basso"...
(which is totally normal due to current Growl sound action behavior which is 
global).

Then, my point of view is that the action name should remain "SoundAction" (or 
equivalent).
