Just grabbed GrowlNotify 2.1 off of http://growl.info/downloads#generaldownloads and am running into the same problems mentioned above.
Running OSX 10.9, Growl 2.1.1, and GrowlNotify 2.1. Growl seems to be running fine and is working with other programs, just not with GrowlNotify.
