Sound like the report you get if you've set your Security & Privacy prefs 
panel to "Allow app downloaded from:" "Mac App Store" or "Mac App Store & 
identified developers"

While I think the devs have the proper 'identification' info on the Growl 
app, it may not be in the Uninstaller. You can get around the warning in a 
couple of ways. I think one is to simply control-click the Uninstaller 
app's icon (rather than double-clicking it) and choose open in the 
contextual menu. The other is to change the settings in that pref panel, 
temporarily, anyway, to "Anywhere."
