This was not resolved. I just re-installed Ubuntu on a RaspberryPi instead. I noticed that there's a new version of Debian for the RaspberryPi (Based on Debian version 11-bullseye), it might work now but I have not tried. Unfortunately, it seems like Google PubSub python package is just incompatible with *Debian GLIBC 2.28*
