This may depend on the firmware.
With two BIOS systems grub does not load from the proxy DHCP.
In Hyper-V Gen2 UEFI VMs not even the bootfile is loaded from proxy DHCP.
I think my Dell laptop with UEFI does also not like proxy DHCP,
here the real DHCP server has to provide the TFTP server address?!

In the end I had to change my setup and removed the proxy DHCP from the network.
