In a GRAM4 job description you can pass <extensions> through to Condor. In the extensions you can tell condor to transfer a list of files as part of the condor job. Here is some info on that.

These enhancements have been added to the development releases available here:

You could use the 4.1.3 dev download version and try it out. Is that an option for you?

Another option is apply the condor setup package to a 4.0 series installation. Find the globus_gram_job_manager_setup_condor-3.5 package on the dev download page. The other packages this setup condor packages depend on are already included in 4.0.5.

Depending on how things are setup, you could think about using wget in the job to grab it from a webserver or something similar.
