this worked for me on xp and win7.

                tmp = g_locale_to_utf8((folder), -1, NULL, NULL, NULL);
                gtk_file_chooser_set_current_folder(GTK_FILE_CHOOSER(dialog), 
tmp);
                g_free(tmp);
        }
