As someone who took an in-depth look at the code, yes, the RI stuff can land in 3.x after 3.0. It would bring quite some new deprecations but in 3.0 or later it would at least not break the ABI like it did with the 2.x series. AFAIK, the MPX/MT stuff can be done as well (just like multi-display support got added during GTK+ 2.x). For the theming, Carlos said that for his work, a smooth migration would be possible as well.
