This should be implemented on input method[1] side.

Actually all required interface are already in Gtk, and can be implemented 
easily. There are some existing input method frameworks targeting for on-
screen keyboard.

And Caribou[3] is also likely to working on this in the future.

But totally keyboard free solution should be up to application to change some 
of the behavior.
